ABSTRACT

The study was carried out to investigate the impact of public private partnership and

public service delivery on socio economic development in Goma Sub-County, Mukono

District. Specific objectives of the research included the analysis of public private

partnership and public service delivery das a topic, its impact on socio economic

development within the district. With the following study objectives (I) to examine the

impact of public private partnership and public service delivery Goma Sub-County,

Mukono District, (ii) to find out challenges facing public private partnership and public

service delivery on socio economic development in Goma Sub-County, Mukono District,

(iii) to identify the possible solutions to address the challenges facing public private

partnership and public service delivery on socio economic development in Goma Sub

County, Mukono District.

The research used a descriptive research design and both qualitative and quantitative

methods were used to find out the role of decentralization in social service delivery.

Quantitative method was used to collect measurable and statistical data while

qualitative method was designed to collect data on theoretical basis. The study was

descriptive in nature to avoid generalization of findings as such questioners,

interviewing and observation were used to capture the case study variables.

From the study findings the reasons for Public Private Partnership and Public Service

Delivery was the first item to be investigated by this study and the findings revealed

that in table 4.5 indicates that 4(5%) of the respondents strongly disagreed, 9(11.25%)

of the respondents disagreed, 10(12.5%) of the respondents were not sure, 30(37.5%)

agreed and the remaining 27(33.75%) of the respondents strongly agreed that PPP can

improve the quality and quantity of basic infrastructure. This implies that majority of the

respondents were aware that PPP generally improve on the standards of living for

instance improving on the infrastructure facilities in the community.

Furthermore conclusions showed that government of Uganda has tried to improve the B quality and quantity of basic infrastructure such as the provision of water and its treatment, energy supply and transportation through PPP. Lastly the study recommended that the Ugandan government through the PPP strategy should continue secondment of staff to Mukono District focusing on seconding more doctors to the hospital since they offer specialized services that can improve the health outputs of the hospital in critical departments.
